cruise control vs. climate control

On my '80 300D, when at hiway speed, the cruise control acutator depletes the overall vacuum so much that the climate control shuts down. Assumed a leak in the cruise actuator. Line from main vacuum off of brake assist holds vacuum without problem though. Interstingly, there's a second rigid, screw-on hose on the side of the actuator that runs through the firewall. Anyone know what this is? Is it a potential leak site? Removed actuator thinking there might be a leak in diaphragm inside...you know, patch with an inner tube kit! Can't even take the thing apart. No screws or access covers to open it up. Anyone know what's inside there?
