The same paint that you would use to paint the rest of the car. There is a tool that you can buy that will lay over the chrome and allow you to spray directly on the hubcap without masking.
I see this colour a lot on very early W116 cars and W114 cars of the time. It's a nice colour.

Anyone ever painted their hubcaps before and what type of paint did you use?
Isn't that just plain white?? Sorry I'm using a computer at school. But baby blue? Hmm...well there's a filtering element to the camera so it might look bluish. Even the background shows a bit of blue. [?]
