The switch itself will be removed by pulling it into the dash. You need to remove the panel under the dash above the drivers knees, reach up behind the instrument cluster and there are two 1" knobs that you need to unscrew. It is tight up there, but they can be reached. then you can withdraw the instrument cluster. There are some wires to lights, and small tubing to the oil preasure gauge, and the the temp gauge tube does not remove it is permanent to the gauge, so pull carefully looking to see what needs to move. There is also the gear shift indicator, pull off the wire going to it. put a towel over the top of the steering wheel column so you dont scratch anything. You should then be able to remove the headlight switch.
google "w108 instrument cluster removal" and you find many explanations of the process.
Also after removing the lower panel, try looking up there to see if you can get to the headlight switch without removing the cluster. I dont remember how much room in in there.
