One thing to consider, these older diesels didn't have auto valve rotators under the valve springs and I have seen it where during a valve adjustment if a guy is real unlucky and turns the valve it can happen that the valve can be help open just a very small amount but enough to have a negative effect on smooth running. Try not to rotate the valve stem during the procedure. There are 2 14mm wrenches as well as a larger wrench that holds the spring retainer.

to see the shape of engine , with it running , remove the boot at top of valve cover , i ll bet it smokes like a locomotive there [ blow by ] .if that is the case , you have a rings / cylinder problem .glowing the engine for 3 minutes is crasy .the best way to see the glow plugs working , is to remove the injectors, then glow , and see if they all lite up .i drive a 73 220d with the original loop type glow plugs , dont have any problem starting , even at 35 deg . those engines did last from 120 to 200 k miles due to the high sulfur contend in fuel back then . the engine on my car was totally redone over 20 yrs ago .

after reading your last post , turn key on , the red lights on dash do come on , pull on start knob , and when those red lights are dimming some , you are in the glowing position , hold on for about 20 sec and go .
