Before you do that, I would look at the relay. My W114 1971 250C behaved much as you describe except I had to press the foot pump and then the controls on the stalk DID work. Meaning off/on worked and both speeds worked. They worked poorly, as if it wasn't making good contact when I pressed the lever towards the steering column, but they worked. To me that suggests the relay. But I might be wrong.
