You have basically no documentation that you own the car. That is the problem. You have a note from a guy about a car that was left in a field. You need to establish clear TITLE to the car in Israel.
The datacard is not a physical card that they will give you. It is either a photocopy or just the information, including key code.
Datacards are only provided to the owner because they contain key codes for the car. This should be the least of your problems.
