First of all locate the problem. The linkage is connected with a platic bushing and linkage arms which probably has come off due to a stuck passenger wiper arm. Since all the mechanism is under the windshield inside the car they are not prone to rust.
Look up under the dash under the steering wheel and you will see the linkage from the motor. From the left arm there is two linkages over to the right arm, one of those must have come of the passenger wiper arm. And if both linkages is connected, the inside of the wiper arm can be broken.

I don't know how you could see it when it's in the car

I fixed it anyway found it was separated behind the guage cluster popped it back on works great now

Should there be a clip or anything retaining it on?

Good! Like l predicted. No, only inspect the plastic bushing for wear, no clips. It can be a good idea to check why the linkage came of, so it doesent happen again.
