I was about to say "crack pipe, a New York City option," but it's part of the windshield washer system. Is there a hose attachment nipple thing that the picture doesn't show?

It's called a windshield washer reservoir cap.

Don't know if the plastic cap is included, but the broken part is a pump-valve and nipple assy - should have two hoses attached at the side. One to the pump and the other to the washer nozzles. required for the washer foot-pump to work.
