I did not say "Dealer" in fact they are not a dealer. It is a Factory Authorized Service center which does not sell new cars at all. Still that doesn't mean they are better than anyone necessarily but I have tried several other mechanics over the years and some have done satisfactory work but in general it's hard to find folks who know this car - for consistently satisfactory repairs I have not found anyone who could come close. If I'm happy with their quality (and I am) how can it be a "total waste of money" unless you can get my car repaired for free?
As for the glow plugs they can indeed fail and short themselves out - usually because of the excess carbon. In this case the car can start with the other cylinders.
You can test them with a simple VOM by measuring the resistance from the tip to ring - and if it is infinite it is bad. To 'jump it' grab it with the alligator part of a jumper cable such that it is touching both conductors of the bad plug. I don't recommend it as a practice but it's better than waiting for a tow.
