You are probably right. Those look like 1/4" or 6mm phenolic plastic that is probably available at a lot of plastic suppliers in your home of L.A. County, for example Paragon Plastics. That stuff is easy to machine with hand or power tools. I made a 4-hole spacer for a Carter AFB carburetor on an engine that was having hot starting problems due to gas percolation and it solved the problem.
He could make then if he could find a piece of that plastic. It's probably readily available.
