I don't think you want to drill an access hole in the damper, it would throw it off balance. At this point, I would grind off the head of the bolt with a Dremel tool and slide the damper off. Then, as another person mentioned, you could grab the remaining portion of the bolt with vise grips and remove it. By the way, that is a nice set of spline sockets. I am tempted to buy that set myself.
