Quite common, I went through a few years ago on a '77, and have replaced more than my fair share. Actually, nothing fair about replacing one of those... Most failure prone POS ever to grace an MB.
It is the infamous climate control "servo", responsible for many dead batteries and lots of leaked coolant. There's an aftermarket kit that replaces it, and is relatively easy to install if you are so inclined. A much better setup if the car is in otherwise good shape and you intend to keep it a while. You can also by-pass it with a couple pipes for a quick and dirty repair. You'll have heat all the time.
