The Renu folks have been doing gas tanks for years and can do some amazing things with ratty tanks. They do cut it open on the top side. That's really the only way to get at everything inside. They did the tank on my ponton about 15 years ago and it is still going strong. If you've got rust and other debris in your tank, your filter is going to clog up quickly, sometimes at the least convenient time.
