W 108 2 and 3 way valves. Do I even need them?

I am lost on where to run my vacume lines from the 2 and 3 way valves on my 71 280S. I am having idle problems with the car and have determined my idle fuel shut off valve on the front carb is bad. I do not know what to do with all the vacume lines running from the valves. I have heard to disconect them all and block the retard side of the distrubutor advance. Is this something that wil help / hurt? Both my carbs are fresh back from total rebuild and replating at Carburator USA so I dont think they are the problem.
