Unhappy 76 300d Breaking Timing Gear Bolts

My issue is with the gear on the front of my injection pump, the one that the manual vacuum pump mounts to and is driven by. This gear has what appears to be a centrifugal timing/advancement plate. There are two grade 8 bolts that go through the centrifugal plate into the gear. After driving the car for about 15,000 miles one of the bolts broke just above the threads at the base of the shoulder. After much effort I removed the threaded part of the broken bolt from the gear and installed a new old stock bolt (not used). Things worked fine for about a 200 miles then it broke again. Once again I removed the bolt and replaced it. This time the bolt broke after about 50 miles so now the car sits until I can figure this out. I have not been able to find a new gear and all the timing kits I have found do not come with this gear. I’m not even sure if the issue is with the gear. Has anyone had a similar problem? Any suggestions on how to fix it? The previous owner had just had the engine rebuilt before I bought it but looking at the receipts I don’t think they did any work to the injection pump or to this gear.
