the only way to say the ignition switch is working properly is to test it with a ohmmeter, just looking at it and say well it don't look broke, isn't gonna make it work.
They just wear out sometimes, I know 5 people personally that have had to change their ignitions because the car would not shutoff, and these cars were all 1995 or newer.
How did you get the car to stop if the key didn't turn it off? (I've used unplugging the dist. cap/coil, or map sensor on occasion, so I was just curious)
