For the broken bolt, soak the thing with a lot of WD40 or rust break. Meanwhile, get a bolt remover kit from the local hardware store - they cost about $12. Basically, drill a hole through the center of the bolt and use the extractor to remove it. Time consuming, but not difficult.
For the carb conversion, I did the same thing. Looks like you have many more operational vacuum hoses than I did. All I did was hook up the fuel line, prime the carb, and it ran well from there.
