Loosen the injector lines (one by one) and start the engine to see if fuel reaches the injectors. If not, check if your lift pump works by loosening the fuel line that goes to the filter and starting the engine.
If the pump has been sitting for a while, the rack could be stuck. Can you move the start/stop lever freely? And when you did the membrane test, did you hear the rack moving?
The lower nut can be removed when you remove the front left wheel. It is difficult, and you may want to have a small rachet key with a lot of extensions and work from below.
