82 300SD Black smoke

My 82 300SD was serviced recently which included new filters (air and gas), valve adjustment, oil change, etc. It has only 135K miles and runs well. The mechanic said he "turned up the pump a bit" to get more power out of the engine for me, and it moves pretty well, but soot is starting to build on the rear bumper now (never had that before) and I notice a small cloud of smoke trailing me when I accelerate (black smoke). It also smells pretty toxic, even at idle. I want to be able to reverse what was done to "turn up the pump" and lean out the mixture if possible so it doesn't smoke. I have read that the ADLA adjustment can make the engine run rich and smoke, but I verified the ADLA has not been messed with (original cap is still in place). Is there some other adjustment that would cause it to run too rich and smoke?

The full-load screw could have been adjusted.

The timing could have been adjusted.

Or the internal linkage of the governor of the pump could have been adjusted.

The mixture on a diesel is always lean, except under full-load conditions.
