What is the black billow thing on the floor to the left of the clutch on the floor. It has a metal ring around it and has a vaccum hose going into it. What is it and whats its purpose? Thanks!!

Yep that's what it is. Push on it with your foot and the wipers should move.

If it's not broke it dosen't have enough features.

A switch for what exactly? Mine has a hollow tube going into it so it must be for the windshield wipers... so they work manually when you press on it? Or is it for the fluid to squirt on the windshield? I wondered what that could be myself when I was replacing my windshield wiper motor.

I don't have information specific to your model, but I believe earlier versions had both a momentarily on electric swith controlled by the metal ring that activated the wipers and a rubber ball in the center of the ring that when depressed would pump fluid through the washer nozzles.

One sent voltage to the washer fluid pump and the other to the wiper motor...I believe. I know both are activated with the switch and the switch is a double pole double throw.

My wiper arms don't work though (just bought the car) and all fuses are good. I'm not too anxious to get to the wiper motor, especially when I couldn't find the bolt that holds the cluster (to remove it first).

Not sure why there would be a switch for an electric pump on the floor, I understand mine being on the floor because you have to manually pump it with your foot. But for electric, if stock you would think it would be on the normal wiper switch. Wonder if its been retrode along the way.

The foot pump style is US only apparently, and only on some vehicles.

Much more info is available about this on the peach parts forum.
