A search will bring up lots of info and step by steps. You likely have a bad rheostat. It is located behind the dimmer control on your dash. You do know that you have a dimmer control right? It is the little knob that resets your trip meter. Turns it to the right to brighten the dash lights. Its not all that bright even at the max. Maybe that's all you need? Some have had luck by just twisting it back and forth about a hundred times.

Sorry about your dad.

Even if the fuses "look" good they are subject to failure because of oxidation. It would be a good idea to replace all of them with new fuses of the correct size. You may be surprised what a difference it makes!

I took the cluster out of my 69 and cleaned every contact, taking much care in taking the rheostat apart there a couple of small springs in there. Changed every light bulb and put it all back together and it worked. I was shocked!! Just take your time...

Can you just bypass the rheostat so that it just stays on max brightness?

Yep - that's what a lot of us have done. Just jumper a wire between the two terminals on the rheostat.
