H3 are Halogen bulbs and are not Xenon. Real xenon is HID. high intensity discharge and require special transformers and ballists along with the bulb holders and fixtures This is required to amp up your 12V system to the 30-40000 volts it takes to ignite the gas in the bulbs. What you want to do is gonna be hard unless you buy a universal kit with all the parts, and I think you can, on ebay etc... but even then you will have to have the Euro lamps in your car that used the H4 halogen bulb, to install the HID kits....good luck, oh and why dont you just use the Euro lamps with H4 60/100 watt bulbs and direct wiring with good relays, the light will be brighter and a whole heck of a lot less $$$$$$$
