240D starter current

My car is getting hard to start these days at ~4degC. The battery is fine (was able to draw about 950 amps out of it with voltage drop around 1.5 volts) and the glow plugs are pretty new. The starter seems to be turning pretty slow. I used a clamp meter and it was drawing about 360 amps when the engine was warm. I borrowed the clamp meter, so I did not have a chance to see what it was drawing when cold.

Anyway... What is the normal draw from the starter in these things? Would testing the resistance in the windings tell me anything either?
