Unhappy PLEASE HELP a NEWBIE

I have a 1976 300D and there is a broken cable connected to my throttle that runs to a ???can shaped device???. I am currently not able to start the car and I'm wondering if this is the reason. I have changed the glow plugs and put in a newfuel filter. I think I have bled the fuel lines correctly, pumped it about 100 times. Any help someone could give me would be greatly appreciated. Hopefully these pics can help. I just have no idea what this cable is for.

Thanks for the help GermanStar..... I pulled the injection lines last night to see if they were pumping fuel(they were). I still think my problem is not enough fuel. Could the injectors be clogged and if so could I clean them? This car had been sitting 6 years before I bought it. So far I have, drained the old fuel out of the tank, put new fuel in. New fuel filter(I could only find one). 5 new glow plugs. I have been spraying WD40 in the air-intake when starting. I am also having to jump start it every time(the battery will hold a charge it just gets drained everytime I try to start it). Anyother suggestions??
