Hello, I'm looking at a set of Zenith carbs with manifolds on ebay. They are off of a 1967 250S. Are they compatible with my 1971 250C? If they are please don't out bid me. (LOL) I really need some Zenith parts to get my car on the road.

is a 2.5 litre displacement, and your 250C is a 2.8 litre, M130.
The jetting will be a bit off [lean], but you should be okay... You will most likely have to work over the new carbs, so be sure to check the top plate, which can be warped by ham-handed mechanics over-tightening the air cleaner assembly... If worst comes to worst, you can always swap your jets over from the old carbs.
I'm not planning on swapping the whole carbs. I'm mainly concerned with some external parts such as the fuel return valve and the vacuum plunger that kicks the idle up under load. Do you know if these are the same?

the fuel return value should be the same. The "dash-pot," [which is the part you are referring to] judging from the picture in the eBay listing, does not look any too good, the spring loaded shaft appears bent. Most dash-pots are non-operational on old cars anyway... the diaphragms eventually leak.
The top plates are slightly different then yours, the link for the choke butterfly on the older carbs is out in the open, and enclosed on the later ones.
If you are buying the carbs for parts, then go for it. The cost of individual OE replacement parts on these is horrendous. When I had a 250/8 and a 250C, I kept a couple of sets of these carbs just to "cannibalize"...
