Also make sure the blower is working - it's quite a process to replace.

Would you care to explain what grey market parts are unavailable for W108 and W109 Mercs?. I work on them daily and the only parts that Are NOT available are 'Non Genuine parts'. Parts are easily available World wide for any of them from the earliest 250 ( 1966 ) to the last 6.3 (1972) .Not bad for a car which ceased production 35 years ago.
That being said,that is a $1000 car, by virtue of the fact it's a runner and not derelict.

In regard to rust, also examine the area on the front fenders just above the headlights. This is a notorious area for rust belt 108-09's, and by this time, any w108-09 from anywhere.

If you're in love with this style, I would find one from a dry section of the country. The cost of shipping would be a lot less than the cost of substantial rust repair. Great cars, but lousy sheet metal metallurgy.
