every state is indeed different. In NY, you need something that looks like another state issued it to the owner if the car is older than 1973 and a title after that. In PA, they want a title and will give a NY car a dirty look for not having one if it's old. Georgia is great in that you need only have a bill of sale to get it registered.

The title companies that can make titles appear use states like georgia or alabama or maine to launder the paperwork. They're legitimate usually. Basic common sense these days is run a company's name through google to see what appears on the web. Bad news usually travels pretty fast.

Sorry for the hold up, i had many tings going at once. Here are my promised photos:

So, this thing runs perfectly. I will start restoring process soon. But, i still have problem with title. There are many companies all around the net, which really confuses me. I had decided to go with this one Lost Automobile and Old Car Titles - only their customer service is never there, and the PDF form for filling out the title information looks like Scam. They made grammar mistakes all over, but they do have 24 hour support line, where the women picks up the phone and tells me that there is no one in the office at the moment, call back later.
Well, i will be searching more and i hope i will find something more trustfull than what i have found so far.

Very unlikely that the mileage is only 02478. There were no 100,000 mile digits in the odometers in those days. The odometer has probably rolled over a number of times, but still, nice car and good luck with it.

Well, maybe you are right and it is not original milege. I took off one of the wheels the other day, and it seems like it has original brake pads and the tires are practically brand new. I will document all of the steps and take photos as i go, and if you would like to see them, i will post an update once in a while.

Wow, what a find. Do nothing until you get a title. I can't wait to see the progress.
