Unhappy Parts and labor question???

Does anybody think that 700.00 for parts and labor is too expensive to diagnose and fix a fuel pump relay. Car stalled and would'nt start and i brought it to a very well qualified merc and rolls mechanic. He said some of the wiring leading to the relay had to be repaired as well. by the way car is 72 280se 4.5.
he charged me 8 hours labor and when i complained he said it took 16 hours of labor, but he only charged me for 8.
My ass is sore from this encounter and wondered if I were over reacting?

A competent mechanic with the proper equipment should have been able to diagnose the problem in a tenth of that time.

Sounds like he didn't know what he was doing. Pay it, and never go back.
