Sounds like you're running at 4' ATDC with the vacuum advance on. So your timing is way off way off.
The way I have mine setup is, since the emission stuff is broken and I only have 1 vacuum line working, I put the vacuum on the retard (lower) and set the timing to 4' ATDC then move the vacuum line to the advance side.
Your RPM's will go up to about 2k, you can lower is as much as possible with the idle adjustment nuts.
It will run properly this way until you get the switch fixed. And you won't need to readjust it when you do put in that switch.
Oh one more thing, lookup the dashpot settings in the jamiekop web page, That's the part that should help keep your RPM's high in gear. you'll need to set the dashpot 1200 RPMs without vacuum.
