I sanded down mine and then used rust kill products that turned the rust black. Then I primed the whole floor, used rocker panel rubber on the whole floor again and then paint on top of it. When I put it back together I made sure I used glue fir the rubber padding that wouldn't cause the problem all over.
I did it from inside the car, yes. Make sure there it so rust under the padding under the passenger and driver's foot well! You may have to cut to see. If the floor is not rusted through anywhere, this procedure could be used and you can as you say - sleep at night. If you want to keep the car for a decade or two, I'd advise going to get it done at a body shop.
