69 220D Vaccum pump question

Just picked up a 69 220D and im in the process of doing some work to it. The brakes are working, but are definately not "power". There are two lines coming off the vaccum pump on the drives side of the motor. One is going to the master cyliner, the 2nd has a check valve and is not attached to anything (and plugged).

Where is this second line supposed to go to? I assume it explains whay I have no brakes. It has a new motor and it looks like some hack didn't know where this line goes. [?]

Where about on there? It has a "banjoe" fitting and I cant see where to put it. Also, how important is this check valve in this line?
