commonly a poly-belt problem with tension.
get a stick (dowel or bamboo or narrow metal tube) place thumb over one end and other end on suspected problem e.g alternator, water pump, steering pump, fuel pump, turbo. then rest your ear -- the bit that covers the actual ear canal -- onto your thumb with reasonable pressure.
this will allow you to hear the actual equipment and listen for where the problem is -- you may be surprised at how well it works.
This is the same method used by gas and water engineers who are trying to find a leak, they are issued with a metre long "cane" as its the best tool for the job.
on another note, I got rid of the whine by refusing to take the wife out again.
