When you open the bonnet there is a rubber pipe just beneath the wiper in the middle, check that this is connected securely. I had a whistling sound before but only when excellerating. this pipe had come loose and once replaced sound disappeared.
May not be your problem as Ive read other threads about Wipers, Window Trimmings all making noise. Check all the windows are closed properly, sounds idiotic but if you only drive the van you never think of the passenger side window being slightly open.

I think you may have lost your boost presure check under the engine at the rear there is a metal pipe runs from the front of the engine to the rear then a rubber pipe attached to it check the rubber one that it is not split as this happen's a lot on the vito's and makes the sound that you hear and you also lose power.

Had a similar problem and it turned out to be a split booster hose. 3000rpm when warm was when I would lose turbo boost and it would be absolutely gutless. (the hose apparently opened up enough when it was hotter to bleed air), when cold it was happy as larry for about 15 minutes.

small problem in the end...
