Mmm, you guys keep posting on vans we dont get here, so the usual "on my 115" story applies
I have had the link between the rotary knob and the mechanisms under it fall off as a result of a poor refit by mechs, can you feel any resistance when you turn it?
Secondly, some vehicles have a system that always runs hot coolant thru the heater matrix and you simply control the airflow to it, could be that the air flap is stuck open.
More conventionaly, there is a valve that is fitted in a line coming off your radiator cooling circuit, it directs hot coolant into the heater matrix and your fan blows over this to give you siad toasty plums. Have a gander under the hood and look for two pipes, about 3/8 to 1/2" in daimater that dissappear into the firewall, one of these will be connected to the supply side of the rad, the other is the return pipe. Look for anything valve like with a cable on it, that is hopefully hanging limply next to it!
