Russia is a major tire producer, not sure if that translates to cheaper for the people of Russia, but they produce a lot of tires.

If I'm not mistaken those were an experimental vehicle by Marmon-Harrington? It's called a Rhino. The wheel design was also used for the 'Harvesters' in the David Lynch film 'Dune'...from the 80's. Ya' I know...a useless piece of info.
