If you're not a dealer, you cannot drive with dealer plates. You'll be OK, maybe, but the dealer will definitely get a fine.
In private transactions, taxes are collected by the state during registration by the new owner. Not the seller.
If you are collecting taxes, either you are a dealer or breaking the law.
If you are a dealer, you MUST collect taxes, handle the title transfer/registration AND verify current insurance as you cannot sell to someone without it.
