WTB Mystery Tow Hitch

I just picked up a 79 300TD wagon (manual!) and have this contraption on the back. I am looking for whatever will make it a functional tow hitch, both electrics and the actual tow ball. Based on one of the photos I attached which I found posted elsewhere in this forum I suspect the manufacturer is ORIS. Even based on this photo I don't see how the thing would work!!! Any help, leads, etc. would be much appreciated.

That would be the european tow hitch. Some people have used them. Not exactly the same size as US, but probably close enough. Read here for more info on the differences:

The round cap thing to the lower left of the hitch is the electrical hookup. The cover to that should hinge away revealing a set of pins for a plug. There might be an adaptor plug.

One difference between the US and rest-of-world hitch is that US hitches have something to connect a chain to. (don't they?)
