It's a bit complicated to make a general statement about what you can put on a wheel. Example: If you look at the spec sheet for a Michilen Harmony 205/70R14 it tells you that the allowable rim width is 5" to 7" and that the "measured rim width" is 6". One of the links above explains measured rim width.

Michelin Harmony

This link shows that the 215/70R14 can be mounted on a 5.5" to 7" rim.

It's going to vary by tire brand and tire model.

I see a BF Goodrich Radial T/A in size 235/60R14 that can be mounted on a 6" rim... It's listed on the spec sheets for the tire.

What's the practical difference between 215/70R14 and 205/75R15? Which would offer the most traction?

I can't comment on that, out of my element. I assume fatter tires provide more traction but at this point you might want to either wait for a better reply than mine or read all about tires and sizing at tirerack.com or another site that has good techical information...
