In Illinois, I can buy a car with the previous owners signature on it, not dated, and never show it as my own.
Or Open Title. This way no tax is paid to the state on title transfer. Not an uncommon method, but not the proper way.
All in all, this looks like a dealer. Not that it's a bad thing, but some honesty would be nice.
