Depends on the state. Lots of people seem to get away without them and seem not to get caught. From what I've seen, new MBs in the states requiring them always come with the bracket attached -- stupidly by screws through the front bumper. Taking it off is expensive -- even when you move to a non-front plate state! You'd think that MB would design a better way to mount the front plate than to mess up the bumper. [:(!]
