Sometimes fuses look ok but aren't conducting because of corrosion on the fuse ends and brackets. Try cleaning them with a bit of emery paper. Better still, if they are the aluminum-tip kind, replace them with copper tips.
Yes, a bad instrument cluster ground can cause inop or erratic gauges. Nothing to do with windows though.
A lot of people add an extra ground wire from the cluster.
You need to look at the power window switches to see if there are any disconnected wires, but the window switches are prone to failure because they gather crud.
They are fixable by cleaning (quite fiddly) but I just bought aftermarket replacements at about 10% of the MB originals.
If you don't have a manual you can download a freebie in the "sticky"section above. It fully describes how to remove the console with the switches (quite easy).
But, check your fuses first like Dugald said.
