Thanks for the feedback guys, I with some more research and the responses left here I decided to step away from the deal. I just didn't see enough value in the deal. I figure $800 he wants plus $300 ( value of my wheels and I think that may be low) + $900-$1200 correct tire size purchase in the near future and I'll be close to spending $2000. I'm sure i'll find a better deal soon enough.
So I am at a 12 Rev/Mile difference which seems a whole better than the 29 Revs/Mile in the previous setup.
I'm losing about .40 inches on tire width on the front and .80 inches on the rear tires compared to the 245/40/18 and 275/35/18 which seems to be the standard.
The tires he put on there are Pirelli P Zero Nero All-Season balanced with roadforce and filled with nitrogen he says.

I asked the guy that a few time Poundy don't get why he insists on throwing rubber on the wheels. I'm guessing he must have a used tire/wheel shop and his best profit margin is a complete set.

I think I'm just going with a set of these:
$695 with the correct size tires and my 17s. These aren't the actual set as the the guy selling them finally returned my email I sent over a week ago. The set he has are a used set but found this generic photo online.
He has now mounted the wheels with 235/40/18 fronts and 255/35/18 rears this seems to be a more ideal:

Price is still the $800 + my existing wheels.
The sizing is better than the first package and will work but the original PS2's are a great tire. I wonder why the P Zero Nero's required a Hunter Roadforce balance? It wouldn't hurt to ask if the tires have any flat spots or abnormal wear.
