2. Hard to steal the thunder on that from an ex-CIA chief POTUS
3. Difficult to squeeze meaning/importance into a 10-second sound bite --> "I invented intelligence"?

You are right, no question.

And it's true that VP Bush approached Gore to initiate the process during (IIRC) the 2nd Reagan administration. Bureaucratically, Gore could have blown it off and nobody would have given a damn. But Gore, like GHWB, looked beyond their immediate jobs and the immediate politics and saw potential for a greater good. That Gore carried it through after Reagan and then GHWB were gone, and pressed onward through Clinton's administration speaks well of his taking a long view of government projects.

Too damned bad we can't elect people by demonstrating that they frequently work across party lines for the good of the nation. Instead, nincompoops (most of us voters) demand drama. And drama requires conflict.

The biggest problems we are facing right now have to do with George Bush trying to bring more and more power into the executive branch and not go through Congress at all and that’s what I intend to reverse.

~ Senator Barack H. Obama

Let's not forget, many, many people across America do not stoop to voting along partisan lines at all. Rather, they vote for the candidates they find "more likable".

Amen to that.

The problem as I see it is that there are good people on both sides of the aisle, but unfortunately the extreme partisanship shown by the not-so-good people tends to make them all look, let’s say questionable.
Of course blowing one’s own horn on a routine basis doesn’t help either.
