Put forces where they are not needed. That's a strategy?
If shrinking the offensive capability of the military is the goal, let Europeans defend Europe. Japanese defend Japan. South Koreans defend South Korea. Convert conventional forces to defensive posture only. That cuts out most of the naval forces -- saving billions and billions of big bucks in procurement and maintenance and training. Cut Army manpower dramatically, saving retirement and retention dollars. Cut Air Force to fight squadrons and close air support. Evaporate the USMC.
Hmm, that sounds familiar. Oh, I know: Harry Truman! After cutting the military drastically he ordered them under trained, under equipped and undermanned into Korea where they were outgunned by opposing forces almost to annihilation. Yep, that's a strategy that's been tried.
