The bill, as posted says that folks cannot SELL or transfer more than 50 rounds in any month unless he or she is registered as a handgun ammunition vendor, as defined. It says NOTHING about the ability to BUY in any quantity that your heart desires. You just do so from a licensed FFL.

And if you are loading your own and selling them [or giving them away], whether to friends or "the guys at the range" you are an idiot. The liabilities should a single accidental discharge occur and go bad will take everything you ever hope to earn or have.

Sponsored by Assembly Member Kevin De Leon (D-45), AB962 would make it a crime to privately transfer more than 50 rounds of ammunition per month, even between family and friends, unless you are registered as a "handgun ammunition vendor" in the Department of Justice's database. Ammunition retailers would have to be licensed and store ammunition in such a manner that it would be inaccessible to purchasers. The bill would also require purchasers submit to fingerprinting, which would be submitted to the Department of Justice. Lastly, mail order ammunition sales would be prohibited.

Read better McBear - it would be a crime, EVEN(the defining clause) between.....

So unless I am a handgun ammunition vendor - I cannot buy more than 50 rounds a month. Also, make me subject to fingerprinting for each purchase.

You need better reading comprehension skills.

Definetly a slippery slope.

This bill would establish a program administered by the Department
of Justice for licensing handgun ammunition vendors, as specified.....
How many murders and armed robberies have been committed by reloaders in the past ... EVER?

The biggest problems we are facing right now have to do with George Bush trying to bring more and more power into the executive branch and not go through Congress at all and thatís what I intend to reverse.

Liberty is the responsibility to make one's own choices, including idiocy.

The government is no longer selling empty cases to big reloading firms, causing a shortage of military spec ammo at the gun shows, which in turn led to hording of all types of ammos by the paranoia-driven gun market.

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

That doesn't address the lack of new ammunition on the shelves does it.

Just because it MIGHT be paranoia driven, it doesn't change the fact that the extremist left doesn't like the idea that Americans might be able to defend themselves.
In Montgomery County, Maryland, the nut job leftists in charge have made mail order sales of ANY ammunition illegal, you MUST have a face to face to buy.
That may not mean much to you, but it drives up the costs, and can push some into what can be considered illegal sales by having ammo delivered to friends outside the county lines. It bypasses the law, and that is illegal, sort of like you transporting loaded weapons across State lines, (by your own admission I might add)...
