I am no neocon, but yes, you are wrong and are being too simplistic. The capital costs of any endeavor are included in the price of the product sold and get passed onto those who purchase it. If the government mandates investment in new equipment or the replacement of the factory, those costs become a part of the cost of production. You cannot mandate that a business becomes unprofitable or ask any business to eat the costs of that mandate.
