Everybody who has any common sense knows that Clinton was impeached by Republican Congress for lying about a blow job only because he refused to give the right wingers what they wanted: massive tax cuts. And since Bush gave it to them, even lying the nation into war and killing thousands of innocent people in the process was not enough to warrant impeachment. And of course, spineless Democrats and useless Pelosi simply rolled over on this one too.

It was easy to do properly, as well. Take those communication patterns and techniques that occurred prior to 9-11 to a judge and/or congress (who would have been eager to comply), define a method to detect them generally, then, once detected, use as probable cause to look specifically. The executive branch taking that on independently was wrong.
