The expense probably factors in when/if one goes off in port and takes out the fuel storage tanks nearby, killing hundreds in the resulting fireball.
There are multiple sources of power for those; any one of which when turned off will render the system inert.
Doubt it would work well on a waterborne targets since they were designed as an anti missile defense system.
I'm hardly a lawyer, but isn't there something in international law that precludes merchant vessels from being armed?
