That is the cool part about a tripartite government like that in the United States. While the Executive can propose all it wants, Congress Appropriates. It is that Checks and Balances that has to always work.

Also, the total of "proposed" and committed expenses is $12.798TRILLION over a 10 year period. Considering we have a current budget of $3Trillion per year, and can assume that will grow with inflation and normal growth, the near $13T is actually NOT more debt than all the presidents up to this point. While the total number of $12.798T is more than the 1/20/09 National Debt of $10.626, the proposed number will also have approximately $30T of REVENUE streaming into the system over that same 10 year period so the total DEFICIT amount will be substantially less than $12T additional [If, indeed it is ALL used].

I have no doubt we will have another attack. There isn't a sole that isn't predicting that there will be a test. Clinton had one, Bush had one. Obama will have one. It is the world we live in. Bush was warned and could not do anything about it, Obama will most likely have a similar outcome.

You can't stop a rogue attack, no matter how hard you try without becoming a police state. That is just a fact of life.

You and ol' Joe Biden are trying to pretend that the next terrorist attack (oops, I mean "test")--invited by our naive new President--is to be expected, just because you say so. President Bush was proactive in making sure there was NOT another attack (oops, I mean "test"); and the rest of the world knows that. You and ol' Joe need to wise-up before it is too late.
