The 10th Amendment is MUCH clearer.

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

So again. Where in the constitution does it say that the President or the Federal Government is responsible for Miner's safety.
